You can find this information in the help text when navigating to "Shared Components" -> "Component Settings" -> "FOEX Application Settings" and clicking on the help for state saving and caching.

You can clear the application state by performing the following:

BEGIN
   FX_P_STATE.delete_app_state
   ( p_app_id => :APP_ID
   );
   COMMIT;
END;
/

You can clear the application cache using the following:

--
-- Clear the cache for the entire application across all users and sessions
--
BEGIN
   FX_P_CACHING.delete_app_cache
   (p_app_id => :APP_ID
   );
   COMMIT; -- optional
END;
/
